Telangana CM Revanth Reddy Launches Bhu Bharathi Portal to Boost Land Record Transparency

Telangana Chief Minister Revanth Reddy officially launched the Bhu Bharathi revenue portal in Hyderabad on Monday evening. The portal is designed to improve land security and ensure transparency in the state’s land records.

Addressing the officials during the event, Mr. Reddy emphasized that the Bhu Bharathi portal would offer permanent solutions to land disputes by implementing a revenue policy free of conflicts.

He also stated that landowners would be issued Bhudhaar cards, which would contain all essential land-related information.

Pilot Rollout in Four Mandals

The Bhu Bharathi portal has initially been launched on a pilot basis across four mandals—Khammam, Mulugu, Kodangal, and Kamareddy.

Mandal Revenue Officers (MROs) are scheduled to visit every revenue village in these selected mandals with the aim of resolving all pending land issues by May 1.

Following this, the initiative will extend to one block in each district. A full-scale implementation across the entire state is planned from June 2 onwards.

Replacing the Previous Dharani Portal

The Telangana government has introduced Bhu Bharathi to replace the earlier Dharani portal, which was launched by the previous Bharat Rashtra Samithi (BRS) government.

At an event held at Ravindra Bharati, Chief Minister Revanth Reddy formally inaugurated the Bhu Bharathi portal. The new system is part of the government’s efforts to eliminate inconsistencies in land records and to create a transparent process for land transactions.

Statewide Implementation After Feedback

Revanth Reddy mentioned that the Bhu Bharathi system would first be observed in a limited rollout to gather public feedback and identify any implementation issues.

“Based on the feedback from people and addressing any practical problems arising from its implementation, we shall enforce the scheme all over the state from June 2,” he said.

Legacy of Land Ownership Struggles

The Chief Minister underlined that most struggles in the Telangana region have historically revolved around land ownership.

He criticized the previous government for modifying existing revenue laws and introducing the Dharani system, which, he claimed, made it difficult for ordinary citizens to prove land ownership.

“The previous government had brought in the Dharani land records system by changing the existing revenue Acts, as a result of which the common people had faced several difficulties to prove their ownership of their lands,” he stated.

Allegations Against Dharani

Revanth Reddy accused the former Dharani portal of enabling illegal land grabs. He said, “Thousands of acres of land were looted by land sharks by exploiting loopholes in Dharani portal.”

Highlighting the promises made before the elections, he added, “We promised to dump this Dharani and introduce a new system. We brought in new revenue record of rights act (RoR Act) to remove the hassles in land transactions,” and reiterated the government’s commitment to establishing dispute-free land policies.

Accountability and Revenue Officials’ Role

The Chief Minister stated that the responsibility of implementing the new law and delivering its benefits to the public lies with the revenue department.

“Our intention is to bring revenue officers closer to people. We are against the idea of making officials guilty in front of people,” he remarked, stressing a more people-centric approach in land administration.

Bhudhaar Card: A New Identity for Landowners

Mr. Reddy announced that the government would soon introduce the “Bhudhaar” card, modeled after Aadhaar, to give people permanent rights over their lands.

This card will include comprehensive land information and is intended to simplify and secure ownership identification.

With the launch of Bhu Bharathi, Telangana aims to enter a new era of transparent land governance.

By moving away from the Dharani portal and addressing long-standing disputes, the state government hopes to deliver land justice to its citizens while enhancing administrative accountability.
